Dear Sirs:
We have two different news in our country but they are related at same
time.
The first one is about last week rains. During decades or centuries we
have that kind of hard rains in East Spain, and now around all the country. We
are talking about between 100 or 400 liters/m2. O more.
However they are more frequently nowadays and cover bigger area. And
that enormous amount of rain produce destruction and large lost of money.
Are we ready for this?. Well. We are better that 30 or 50 years ago, but
not enough. We need a lot of small reservoir of water in order to avoid that
that precious liquid goes to the sea and waste.
And what about prediction?.
Last Wednesday rained cats and dogs, the following day clouds went to
the south producing more destruction, and last Friday it seemed to come back.
That day the prediction about rain forecast (it would be a lot of rain
again in same location) was between 40% and 70%
And what happened?
Rain fallen as meteorologists said, but not in our towns and villages.
The direction changed to the sea, fortunately.
Perhaps other time it happens the opposite, the prediction would be to
rain in the sea, and suddenly changes and comes to our lands.
And well, could be the precision of meteorologists better?. The answer
is yes. It could be. We have fifteen weather radars in Spain. And they give us
a good prediction.
They are C band radar. And with them cover all the country. But they can
not prediction rains at 100% in a specific place. It could be great that in a
rain risk town the citizen could know if a big amount of rain is begining to
make in theit hills, and get ready when the water came to their streets from
the mountains. Not only a percentage. Or in different suburbs of a big town,
before the clouds discharge, in order the emergency support goes one place or
other before rain.
Well. It is possible. It is not a scientific study. It is a reality with
current technology. The C band weather radars only needs smaller X band radar
sensors, that adding support to them.
They cover smaller areas but precision are strongly better. That radar
sensor can knows if it is rain, or hail, or snow, before it would be create in
the cloud. They also measures the wind and velocity. It is used in some
airports to give more wind security in take off and landing the planes. Or used
to avoid hail in speceficic delicate place due its own high value.
The engineering companies can offer this system of software, radar
sensor, and communication the emergency services, or directly to the town
councils.
Therefore, to summarice, a good new.
However we have the second news. It happened last Monday. The fact is
that our politicians do not came to an agreement. And we need to go to vote
again next month. And start again after half year.
So what?. They are independent news, we can think.
But not. Because the most important law each year is the budget of the
state. And due the lack of agreement we are still with the budget two years
before.
For that kind of weather prediction systems you need money, private or
public. Private money needs a direct purpose. In case of the objetive is to
improve prediction or security is necessary public money.
But our government are walking very slowly . It is a pity. We hope this
situation changes in a future.
